To the Editor: Marylin Benders article on Dakar, The Paris of Africa (Travel, April 1) is a commendable effort for a tourist whose knowledge of the continent seems limited to her brief visit to Senegal on a Mount Holyoke College tour. Aside from several niggling errors (e.g., Africans may chew kola nuts, but never Asian betel as Miss Bender states), I would raise two points of objection that have ethical substance. When Miss Bender writes that Topless sunbathing is the custom at the white-sand beaches, she overlooks the important matter of for whom this practice may be the custom. While it may be acceptable for middle-class Europeans living near or visiting African beaches, it certainly is not for middle-class Africans who may bathe at the same beaches. The argument that some Africans, following their own cultural practices, occasionally may bare their breasts, does not excuse topless bathing by Europeans. Many Africans find this shocking and a rude reminder of the manner in which they have been and continue to be exploited by First World visitors.
